ECONOMIC POLICIES
(Sustainable Development and Natural Resources)

Aim of the Course :
The course presents economic methods and tools used to model and evaluate public policies in the field of sustainable development, especially for agricultural and environmental resources. It includes two themes :
1) Environmental Public Policies – tools, models and experiments.
2) Local Development and Investment Management.

Programme to be followed :
This course has been designed to provide a means for the students to discuss the economic policies of environnemental resources. The course includes :

A significant theoretical corpus :
  the market for environmental goods
  economic valuation of environmental goods
  sustainable development

 Related examples of policies :
  Reforming Irrigation and Water services and National Accounts
  Contracts for agricultural policies
  Peasant farm management game case
  Carbon finance and CDM projects

Student discussion of the case studies

Prerequisites for the course :
Working language : English
All the lecturers and students work in English (not usually their native language) as in an international meeting. The objective is to see how international experts discuss and defend their opinions in this international language (“globish”).

Course exam :
After a brief presentation of some theoretical concepts, the students are divided in groups of about 5 or 6. They have to study a proposition and a counter proposition, by explaining the economic rationale, discussing arguments and counter-arguments and stressing what proposition is confirmed or infirmed by empirical data or case study. Needed documents are provided.

The ultimate goal is to achieve a Power Point presentation (about 15 slides for a 10 minutes presentation) that will be presented to the class at the end of the week !! This presentation includes notably a brief explanation of the proposition and its counterpart, the economic underpinnings and discussion, the confrontation with empirical data or examples and lastly concluding remarks such as new insights. This work (presentation - debate) gives the note of this week.
